Umberto Eco once defined 14 points that he considered to be the core characteristics of fascism. The third characteristic is: "The cult of action for action’s sake. 'Action being beautiful in itself, it must be taken before, or without, any previous reflection. Thinking is a form of emasculation.'"
It seems to me that there's a certain type of developer who thinks that unless they're coding they're not doing their job. The problem is, this sort of thinking tends to lead to bad design decisions, inability to test, misunderstandings of intent, and poor cooperation and collaboration. They're literally saying that their job shouldn't involve considering what is meant by a given requirement, that they're not employed to participate in teamwork, that action is more important than reflection.
